The Government of the Republic of the Philippines and Moro Islamic Liberation Front peace negotiations were resumed since March 2001 with Malaysia as third-party facilitator. There was a previous period of GRP-MILF peace negotiations from 1997 to 2000 with no third-party facilitator. The MILF withdrew and the negotiations were effectively suspended in June 2000 at the height of then Philippine President Joseph Ejercito Estrada's "all-out war" against the MILF, which featured the Philippine military's capture of all of the MILF's fixed camps, including its main Camp Abubakar.
