Setting Agenda for Quality Management Research in Asia (1993-2014) through Systematic Review of Literature

Abstract:

There is a bulk of literature on quality management-(QM) related researches across eras. The prevailing assumption was that every era would represent a particular research priority as influenced by the socio-political conditions of that time. The research aimed to 1) identify the prevailing character or context in terms of core/emergent themes, methodologies, philosophical lenses, and research implications; (2) ascertain the research trends within HEIs in the areas of theory extension or refinement, relationships that could be hypothesized, and political or social conditions of a given era; and (3) draft research agenda on the QM in the realm of Asian higher education. Twenty-eight QM researches from two periods, i.e. 1993-2003 and 2004-2014, were systematically reviewed. Internationalization is a common core/emergent theme. The ongoing pursuit of ASEAN 2015 within the region is seen even through research endeavors sampled in this study. Also, the socio-political conditions of a given locale seemingly affect QM research among HEIs. The research shows QM as a pragmatic approach that rarely ends up constructing theories. Also, QM adoption is ruled by institutional culture. Lastly, Quality efforts within the region are seen as sporadic.
