The Level of Institutionalization of Sentro ng Wikang Filipino (SWF) Diliman as a Language Manager of the University of the Philippines

Abstract:

The primary goal of this study is to outline and analyze the successes of the Sentro ng Wikang Filipino Diliman as a language institute, in its management of the Filipino language as a language of the academe at the University of the Philippines Diliman, based on the established language policy (Patakarang Pangwika) of UP itself. Using the studies and theory propagated by Bernard Spolsky about language management, the programs and systematization implemented by the Sentro ng Wikang Filipino are analyzed using SWOT (Strengths, Weaknesses, Opportunities, Threats). The SWF’s mandate is to cultivate the use of the Filipino language in the university. It is with this mandate in mind that its projects in nomenclature, strengthening the ties between language agencies and cultural organizations, enrichment of terminologies, and publications, are assessed. This study includes the period after the devolution of the SWF from 2001, under the directorship of Dr. Galileo Zafra, up to the directorship of Dr. Rommel Rodriguez, which ended in early 2019. Analyzing documents such as End of Term Reports, project proposals, and minutes of meetings, the successes of the SWF Diliman as the language manager of UP are assessed.
