Assessment of Community Participation and Brgy. Officials’ Use of ICT in a Barangay in the Municipality of San Antonio, Quezon: A Basis for an Action Plan

Abstract:
The study aimed to propose and develop an action plan to enhance residents’
community participation and Brgy. officials’ use of ICT in Brgy. San Jose, San Antonio,
Quezon. Specifically, it sought answers to the following queries: (1) profile
of the respondents; (2) level of residents’ pre-learning criteria assessment in the
community participation; (3) level of Brgy. officials’ use of Information Communications
Technology (ICT); and (4) action plan to enhance residents’ community
participation and Brgy. officials’ use of ICT. The study employed a descriptive research
design. Adopted questionnaires were used as the instrument of the study.
Convenience sampling was used to select the residents while total enumeration
was used for the Brgy. Officials. A total of 333 were respondents of the study, comprising
the residents and the barangay officials. Frequency count, percentage, and
mean were utilized to analyze the data. The findings of the study indicate that the
residents often use gadgets but are less likely to be updated on current events in
the barangay. The awareness level of the residents regarding meetings, programs,
and activities conducted by the barangay is poor. Lastly, the residents strongly
agree that a web is essential for any organization, including the barangay, for
transparency and participation in decision-making. On the other hand, most of
the barangay officials do not have access to personal computers at home due to
the high cost of ICT as a constraint. Based on these findings, the study recommends
the implementation of the developed action plan to address ICT gaps and
improve information flow, ultimately fostering greater community involvement
and participatory governance.
