Multifactor Implications of Police Administrative Case Towards Police Performance: Basis for a Proposed Corrective Action Plan

Abstract:

The members of the Philippine National Police (PNP) are the most vulnerable to administrative cases in the performance of their duty. This study intended to assess the implication of police administrative case towards police performance as basis for a proposed and correction action plan. This study is descriptive research by employing a survey questionnaire as the primary data gathering tool. The study utilized 124 respondents who were police personnel charged with administrative case from Calendar Year 2019 to 2021. The study concluded that majority of the respondents with administrative motu propio cases were in their adulthood stage, with parental obligations, junior police non-commissioned officers, criminology degree holder, with basic training, a decade in the service. The respondents observed that administrative case has minimal implication to organizational aspects, economic aspects, social aspects and psychological aspects of police performance. There is a significant difference exists according to type/category of administrative case and the psychological implications. Based on the findings, it is recommended that police officers with administrative case shall be given equal opportunity with those without administrative case and shall follow seniority lineal listing as basis for the chance to career advancement. The PNP may hire more lawyers and create a unit under office of the Chief PNP or Regional Director separate from present PNP Legal Service who will provide legal assistance for police officers facing motu proprio cases. Lastly, it recommended a regular conduct of neuro-psychiatric examination among those police officers who meted administrative penalty before assumption to regular duty.
