Police Community Relations and Internal Security Operations in One Province in CALABARZON: Basis for an Enhanced Anti-Insurgency Countermeasures

Abstract:
This study aimed to assess the effectiveness of the Police Community Relations (PCR) program and Internal Security Operations (ISO) of the Philippine National Police (PNP) in selected municipalities in the province of Laguna, CALABARZON. Using a descriptive research design, the study focused on evaluating PCR in terms of trust and legitimacy, communication, community involvement, incident reporting, and demographics. It also examined ISO effectiveness based on resource allocation, technology and innovation, community engagement and support, and intelligence sharing. The study tested for significant differences in perceived effectiveness across municipalities.
Findings revealed that PCR was generally rated as effective, particularly in trust, legitimacy, and communication. ISO was rated very effective, especially in community engagement and intelligence sharing. Statistical analysis showed no significant differences in effectiveness across municipalities, indicating uniform implementation of programs and operations.
Based on these findings, an action plan was proposed to strengthen anti-insurgency countermeasures. Recommendations include increased funding and manpower for ISO, investment in advanced detection technologies, continuous community dialogues, and regular training in cyber intelligence for operational teams. The proposed action plan may be reviewed by PNP Laguna leadership for future implementation and evaluation. Future researchers are encouraged to conduct similar studies in other municipalities within the province..
