Challenges and Opportunities in the Implementation of the Program Management Information System (PMIS) in the Selected Schools Division Offices in Negros Occidental

Abstract:
This study investigated the challenges and opportunities associated with the implementation of the Department of Education's (DepEd) Program Management Information System (PMIS) within Negros Occidental schools division offices. A mixed-methods approach was employed, utilizing surveys and interviews to gather data. The findings revealed several challenges faced by users, including difficulties with system access, usability, unclear workflows, and limitations in preparing plans, budgets, and reports. Additionally, a lack of clarity regarding roles and responsibilities within project teams was identified. Despite these challenges, users perceived the PMIS as offering significant opportunities for program management, such as alignment with strategic plans, improved planning and budgeting, data-driven decision-making, and enhanced transparency. Based on these results, recommendations were developed for various stakeholders, including DepEd, schools division offices, division personnel, and researchers. By addressing the identified challenges and capitalizing on the perceived opportunities, PMIS has the potential to significantly improve program management practices within DepEd, leading to improved educational outcomes for students.
