Navigating Challenges: A Case Study on Issues in Implementing Results-Based Performance in the Schools Division of Tacloban City

Abstract:

The study was conducted to determine the issues and challenges of RPMS implementation in public schools in Tacloban City Division. The study utilized qualitative case study design and was participated by seven secondary level public school Master Teachers. A researcher-made guide questions were used to interview participants. The data were analyzed using thematic analysis by Braun and Clarke (2012). The study found eleven themes that present the issues and challenges experienced by the teachers in the RPMS implementation. The themes also include the identified recommendation of master teachers to improve RPMS. For the issues that teachers face in relation to RPMS implementation, the study identified low-level RPMS appreciation, lack of technical assistance, more of a burden to teachers increased workload, and ineffective in measuring teacher’s overall performance. As for the challenges, the study identified completing RPMS tools with limited time, heavy teaching workloads and ancillary tasks, understanding the concept of RPMS and its indicators, rating teachers and their attitudes and perception towards RPMS, and antagonistic environment due to RPMS. For the improvement of RPMS implementation, the study recommended to make RPMS more teacher-friendly, make RPMS easier to comply, and reorientation and technical assistance. The study concluded that there are indeed issues and challenges in RPMS implementation that requires attention for improvement.
