Abstract:

Ang sanaysay na ito ay sumusuri sa katatagan ng Ordinansa ng Departamento ng Edukasyon Bilang 74, Serye 2009, na may pamagat na Institutionalizing Mother Tongue-Based Multilingual Education (MLE), sa pamamagitan ng limang paraan. Una, hinihimay nito ang estruktura at nilalaman ng nasabing ordinansa. Ikalawa, tinitingnan nito ang nasabing ordinansa sa konteksto ng kasaysayan ng pagpaplano ng wika sa Filipinas. Ikatlo, sinusukat nito ang pedagohiya ng ordinansa gamit bilang lente ang kasalukuyang antas ng kaalaman tungkol sa MLE. Ikaapat, pinag-aaralan nito ang politikal na implikasyon ng ordinansa gamit ang mga konsepto ng nasyonalismo, pagsasabansa, at multikulturalismo. Ikalima, pinag-aaralan nito ang ekonomikal na implikasyon ng ordinansa gamit ang mga paksang pangmatagalan (long term) at panandaliang (short term) ekonomikal na implikasyon. Bilang kongklusyon, tinitimbang nito ang kabuuang halaga at katatagan ng ordinansang ito.

This paper examines the soundness of the Department of Education’s Order Number 74, Series of 2009, through five ways. First, it analyzes the structure and contents of the said order. Second, it contextualizes the said order within the history of language planning in the Philippines. Third, it evaluates the pedagogical standing of the said order using the current body of literature about MLE. Fourth, it studies the political implication of the said order using the concepts of nationalism, nation building, and multiculturalism. Fifth, it studies the economic implication of the said order using the frameworks of long-term and short-term economic impacts. The paper concludes with an overall assessment of the strengths and weaknesses of the said order.
