Abstract:

Higher education has long occupied a special place in society. Viewed as creator of knowledge, producer of leaders, and engine of economy, undoubtedly, higher education is essential to society’s well being. Equally, if not more important, higher education has been recognized as the intellectual conscience of society, above the marketplace throng ( Newman & Courtuier, 2002).

The study dealt with the measures undertaken by the State Universities and Colleges (SUCs) of Region 1 to advance the professional development of both the Administrative Council and teachers through their Faculty Development Programs. The respondent state colleges and universities are Mariano Marcos State University in Ilocos Norte, University of Northern Philippines (Main Campus) and Ilocos Sur Polytechnic State College (Main Campus) in the province of Ilocos Sur and other satellite colleges namely, Don Mariano Marcos Memorial State University in La Union and Pangasinan State University in Pangasinan.

The significant contribution of this study is a proposed functional Faculty Development Plan tailor-fit for to the professional enhancement of administrators and facuty of State Universities and Colleges (SUCs) in Region 1 that may be possibly suited to other HEIs in the country.Â
